PM stands for Private Message or Personal Message.
In real life
PM is a form of personal conversation on Internet forums which allows two (or more) members to exchange messages obscured from the general population and forum visitors. The use of the term "private" by some forums, including the PDX forums, is misleading because the administrator always has access to these messages. Even if the admin and moderator control panels do not provide such an interface, they are present in plaintext in the SQL database and can be retrieved with the proper know-how. Most forums allow the administration to disable the feature entirely, and many allow individual users to turn off the feature for themselves only. One platform, Groupee, allows members to create private topics and invite up to 50 members, and this system replaces the PM system, which is presented on other platforms as something like email.
In The Nameless Mod
In TNM, PMs replace the Infolink system used in Deus Ex but otherwise works the same way. PMs are presented as voicemail, which show the avatar of the person sending the PM, but not live video feed. PMs are transcribed and stored in the receiving player's datavault. While PMs can theoretically be sent as well as received, Trestkon is unable to send PMs himself, because his PM system is broken.
