Role on ForumPlanet
Phasmatis is a moderator in Forum City, and knew Trestkon before he left. Phasmatis is in charge of controlling the Firewall system - he is arguably doing a fairly poor job of it.
According to emails within the game, he apparently has a relationship with Mercedes, the owner of the Partyzone.
Role in Game
In the PlanetDeusEx storyline, Phasmatis rewards you for killing many people in WorldCorp or in Goat City.
In the WorldCorp storyline, you are sent by Scara to kill Phasmatis. It is impossible to succeed in this mission.
Locations
The first place you meet Phasmatis is in the apartment building at the start of the game, he gives you your first mission.
After you complete the WorldCorp Spyware mission in the PlanetDeusEx storyline, Phasmatis appears in King Kashue's office and his apartment is locked.
After the DXI debriefing, Phasmatis moves to his office on the ground floor of the PlanetDeusEx headquarters.
Trivia
Phasmatis was meant to be armed with a broom, which would not be player usable since Phas can never be killed or knocked out to steal his items. Unfortunately, it was very difficult to make the broom weapon deal damage to the player for some reason, so the idea was deemed to be too much work to implement, and was dropped.
