The initiated are three individuals who allied with each other in the pursuit of power. Their existence is related in two documents.

Voodoo Shop Tome

In Yardbomb's Voodoo Shop is a large book simply called Large Tome.

Where the wisdom of the great Horned One is bestowed upon the minds of the righteous, the most inviolable sanctuary of secrets lies hidden. It is where the mighty few shalt befuddle the minds of the masses; where they shalt mold them to their purpose.

It is here that thou shalt free thyself from the ground and reach towards divine radiance, for only in this way may the path into the sanctum be revealed. He who is of sharp mind and hungry heart shalt find great boon within the hallowed halls, but he who fails to understand shalt leave poorer still than before his visit.

Analysis

There is a hidden sanctuary in the Goat Templae(TM). This can be accessed by going into the Templae(TM) and frobbing an elevated light. This sanctum is a place from which a few individuals subject the masses to their will.

Inside there is a "great boon."

If you follow the directions in the first tome you will find a second book, called Ominous Tome. (The player is rewarded with 100 skill points and the message, "You discovered irrelevant plot information – good job though!")

A declaration of power

There exists a purpose for men which requires them to set aside their hatreds and pride, to join with others in the pursuit of their deepest desire. This is a hunger which cannot be satiated with all the material riches in the world, an ambition which any given man cannot possibly fulfil by himself. The lust for power is greater than any individual.

To gain power, one must have allies, and it is imperative that a code of secrecy exists between all involved parties: People will not willingly surrender any measure of power, it must be taken from them slowly and nearly imperceptibly, so by the time they realize what has happened, it is already too late.

A religious void exists in Forum City, and may be filled if action is taken soon enough. It is an opportunity that will be best exploited two opposing faiths, playing followers against each other to foster loyalty and common purpose. One religion shall kindle the fire in the hearts of the population and eventually give birth to its own nemesis. A third must remain on the outside to catch those who fall through the net of organized religion.

This is the pact. A bond of blood and honour. It is never to be betrayed.

The names of the initiated will be protected by 13 rotations of the glyphs:
Nguran Wnlmrr Lneqobzo

From this time forward, the bond of secrecy must never be broken.

Analysis

At a time when there was no religion in Forum City, Athena, Jaysee and Yardbomb joined together in hopes of gaining power. To this end they secretly devised a plan that called for the creation of The Llama Cult, The Goat Cult, and Voodoo.

At first glance it appears that the plan succeeded. In 2001 the Llama Cult was created, later that year some of the Llamas broke away to form the Goat Cult. The two cults are very powerful within the city and have intensely loyal followings. We don't have a lot of information on how well Voodoo has caught those who fell through "the net of organized religion" but the fact that there are enough practitioners to keep the Voodoo shop running implies it is working at least somewhat well.

A closer look reveals that things definitely did not go according to plan. Far from being the leader of the powerful Llama Cult, Jaysee ended up dead, with his body sealed within an unknown part of the Llama tunnels with explosives. Beefman, his killer and successor, was not one of the initiated and, based on an email he sent to Athena, knew nothing of the plan. While the cults were intended to be in opposition it is unclear whether the Holy War Beefman declared was part of the plan.

What is known is that, while the plan called for two cults, Athena will have the Llama leadership killed, effectively ending the Llama cult, if given the chance. Beefman will do the same to the Goat Cult.

Also, "the bond of secrecy must never be broken" but Yardbomb left directions to the founding document on public display. Whether this means that Yardbomb has given up on keeping the plan secret or that he suffers from the inability to keep a secret that is endemic in all things Deus Ex related is unclear.
