The Vampire Teeth is a quest item required to complete Yardbomb's scavenger hunt mission.
Vampire Teeth can be taken from Nosferatu after neutralising him. He lives in an abandoned parking basement in the building to the right of the helipad in the West Residence District. If you knock Nosferatu out, his teeth can be removed without killing him (ouch).
